National emblem
The national emblem of the Republic of Azerbaijan is one of the sacred attributes of its state independence. It gives comprehensive description of the national statehood, historical and cultural background and spiritual values of Azerbaijan. The state emblem of Azerbaijan mixes traditional and modern symbols. The focal point of the emblem is the fire symbol. This symbol comes from the fact that Azerbaijan has many everlasting fires which also gives the name "land of eternal fire". At the bottom of the emblem is a stalk of wheat, representing the main agricultural product of the nation, which was also part of the earlier arms. The other plant represented at the bottom is oak.
The draft of the national emblem of the independent Republic of Azerbaijan was first prepared at the time of the Azerbaijan Democratic Republic in 1918-1920 years. Nevertheless the bill on national
emblem was not passed by the legislature at that time. The Council of Ministers of the Azerbaijan Democratic Republic passed twice a resolution on announcement of competition on preparation of the projects of the state emblem and seal. According to the first resolution, the competition on preparation of the projects of the state emblem and seal was announced on March 23, 1919, in “Azerbaijan” newspaper. By the government resolution, two awards (1000 roubles for the draft of the national emblem and 500 roubles for the state seal) were instituted for the winner of the competition on the best draft of the state emblem and seal. The Ministry of Post and Telegraph was entrusted with arrangement and execution of the competition the deadline for which was April 20, 1919. Unfortunately, that competition yielded no result and none of the drafts was approved. Consequently, the Council of Ministers of the Azerbaijan Democratic Republic once again adopted a resolution on “Preparation of the national emblem and anthem, state seal and martial orders of the Azerbaijan Republic”. On the first paragraph of the resolution the Defence Ministry was entrusted with announcement of the competition of preparation of the martial orders, and on the second paragraph the Ministry of Education was charged with announcement of the competition of preparation of the projects of the national anthem, state emblem and seal. On the basis of this resolution the Ministry of Education announced a competition on preparation of the drafts of the text for national anthem, as well as the drafts of the state emblem and seal on February 19, 1920 in “Azerbaijan” newspaper (February 19, 1920, No. 33). The projects were to be presented to the Ministry of Education and approved till the second anniversary of independence. Unfortunately, the Azerbaijan Democratic Republic officially ceased to exist due to the Bolshevik invasion on April 27, 1920 and those great national ideas were not implemented.
By the Constitutional Law of the National Council of the Republic of Azerbaijan, approved on January 19, 1993, one of the projects, developed in 1919-1920 with certain alterations was confirmed the national emblem of the Republic of Azerbaijan.
